Graduate MLC Voters Must Apply Fresh in Telangana, November 6 Deadline Set
Graduates in the Mahbubnagar-Rangareddy-Hyderabad Graduates' constituency need to submit a new application for the upcoming MLC election. Even if your name is already on the existing voter lists, you still have to file a fresh Form-18.
GHMC Commissioner RV Karnan held a meeting with representatives of all registered political parties on Thursday to discuss a fresh preparation of voter lists. Election Commission of India sent the schedule through its letter dated September 14, 2026, and the process started with a public notice on September 28.
Dates to remember:
- Form-18 submission last date: November 6
- Draft voter lists: November 25
- Claims and objections: November 25 to December 10
- Final voter list: December 30
The constituency covers nine districts. All 19 Revenue Divisional Officers are Assistant Electoral Registration Officers. Tahsildars, GHMC Deputy Commissioners, and the Cantonment Board CEO are Designated Officers who take offline Form-18 applications.
Who can apply?
You must be an Indian citizen, ordinarily living in the constituency, and a graduate from a recognised institution. Your qualifying degree should have been completed at least three years before November 1. You will need proof of graduation and proof of ordinary residence. Aadhaar, EPIC, electricity bills, or LPG connection details can work as residence proof. EPIC submission is optional for residence verification.

Congress Sets 7 Lakh Graduate Voter Target in Telangana MLC Constituencies
Congress is preparing in a big way for Telangana's two Graduate MLC elections in March 2027. The party has set a target of enrolling around seven lakh voters in each constituency. In 2021, five lakh voters were registered, so this is a sharp jump.
Two constituencies are going to polls. Hyderabad-Rangareddy-Mahbubnagar, represented by Surabhi Vani Devi, and Warangal-Khammam-Nalgonda, represented by Chintapandu Naveen Kumar. Both seats end in March 2027.
Voter enrolment started on 28 September 2026, as per Election Commission of India schedule. Congress has formed special teams across all six undivided districts covered by the two constituencies. A control room at Gandhi Bhavan will track daily progress for each constituency.
Congress MP Chamala Kiran Kumar Reddy is overseeing the Warangal-Khammam-Nalgonda exercise. He has called it a tough challenge. Even graduates already listed in previous rolls need to enrol afresh to become eligible for these MLC elections. Voters should keep that in mind.
The old numbers show how much room there is to grow. In 2021, 5,17,883 graduates enrolled in Hyderabad-Rangareddy-Mahbubnagar. That is more than double the 2.3 lakh in 2015. Warangal-Khammam-Nalgonda had 5,05,565 registered voters. Both parties and the ruling Congress see big scope this time.
ECI Key Dates
Form-18 applications can be submitted until 6 November 2026. Draft voter list publishes on 25 November 2026. Claims and objections window runs from 25 November to 10 December 2026. Disposal of claims ends by 25 December. The final electoral roll comes out on 30 December 2026.
The GenZ factor could play a big role. Parties are reaching out to first-time eligible graduates through digital platforms and direct mobilisation. In-charge ministers and MLAs will handle enrolment once the ongoing special intensive revision concludes in early November.

BJP Urges Telangana Graduates to Re-Enrol for MLC Polls
BJP Telangana is working hard to get every eligible graduate on the voter roll before the upcoming Legislative Council elections. Spokesperson P.L. Srinivas lost by just 400 votes in the 2007 MLC poll from the Mahbubnagar-Rangareddy-Hyderabad Graduates' Constituency, so he knows every single vote matters.
Here is what graduates need to know. If you finished your degree in 2023 or before, you can enrol. The last date is November 6, 2026. Applications must be filed online at the CEO Telangana website using Form-18.
Key details for graduates
One important detail many are missing: even if you are already on an old electoral roll, you must re-enrol using Form-18. Skip this step and you will not be able to vote in the 2027 MLC elections.
The Chief Electoral Officer, Telangana, has already issued a public notice for enrolment starting September 28. A fresh voter list for this constituency is now being prepared.
Backward Classes communities form a large part of the voters across the three districts, so this re-enrolment drive is especially important.

BJP Prepares for Telangana Graduate MLC Elections
BJP is preparing for upcoming Legislative Council elections for Graduate seats in Telangana. After success in 2025, the party is working to expand its reach beyond northern districts. Important areas include Hyderabad, Rangareddy, Mahbubnagar, Warangal, Khammam, and Nalgonda.
Important election details
These elections are very important. They show what educated voters think about unemployment and government hiring. Terms for current MLCs end in March 2027. Election Commission will likely start voter registration soon. The party is looking at several senior leaders and teachers as possible candidates. Success here will test the party's support among urban voters and graduates.

Voters in Telangana may receive Election Commission notices
Voters in Telangana can expect a notice from Election Commission. Officials are sending these out after the draft voters list came out on August 17. This is part of a special review of the electoral roll.
Data shows mistakes in over 20 per cent of forms in most districts. Wanaparthy has 28 per cent, while Nizamabad and Mahbubnagar are at 27 per cent. Hyderabad has a lower rate of 13 per cent. Total errors across the state are over 62 lakh.
Language and Data Issues
Experts say language translation issues are the main cause. Older lists were in Telugu. Moving that data to English using AI apps caused confusion. This is a messy situation for citizens who may find their details flagged incorrectly.

Political parties begin voter enrolment drive for upcoming MLC elections
Political activity is growing in Telangana as parties prepare for upcoming Graduates MLC elections. Terms for current MLCs end in March next year. Election Commission of India will likely start the official sign-up process this October after the special update exercise.
## Voter registration efforts
Leaders from main parties are contacting eligible voters to increase registration numbers. Estimates show a big gap between eligible graduates and those actually signed up in Hyderabad-Ranga Reddy-Mahbubnagar and Warangal-Khammam-Nalgonda areas. This effort shows parties want to secure their support before the nomination phase begins.
