By-polls Not Referendums: 12 Years of TG and AP Electoral Data Reveal
Khairatabad is getting ready for a by-election after Telangana High Court disqualified sitting MLA Danam Nagender. Some political circles are already calling it a referendum on the Telangana government. A new study says that is a mistake.
People's Pulse Research Organisation looked at 12 years of electoral data from Telangana and Andhra Pradesh. The findings are clear. By-election and local body results have often differed a lot from what happens in the next Assembly election.
Take Nandyal in Andhra Pradesh. In 2017, TDP won the by-election comfortably. Two years later, YSRCP swept Nandyal and went on to win 151 of 175 Assembly seats. TDP was down to just 23. The by-election told us nothing about the general election.
Local results don't predict big elections
Or look at YSRCP's local body control in 2021. They held all 13 Zilla Parishads. Then came 2024, and YSRCP managed only 11 seats. That contrast alone should end the habit of reading too much into mid-term contests.
Telangana tells the same story. BRS won five of seven by-elections during its time, yet Congress formed the government in 2023. In Jubilee Hills, BRS held the seat in 2023 but lost the November 2025 by-election by 24,729 votes. KTR and Harish Rao campaigned hard but still lost.
Why the gap? By-elections turn on local stuff like candidate popularity, sympathy and personal ties. Local body polls come down to roads, drainage and welfare delivery. General elections bring together alliances, leadership choices and statewide issues. Different contests, different outcomes.
Khairatabad's own history proves the point. Nagender won in 2009 as Congress, in 2018 and 2023 as BRS. BJP won in 2014. Vote shares swung from 39.1 percent to 22.4 percent for Congress alone. Voter preferences shift, and no single result locks in a mandate.
Andhra Pradesh's local body elections are also coming soon. Both contests will give useful info about grassroots party strength. Neither will settle the question of statewide public mood.
